One was American, Winlow Frederick Taylor, and developed the scientific management school called, worried about increasing the efficiency of the industry through, initially, the rationalization of work operator. The other was a European, Henri Fayol, and developed the so-called classical theory concerned to increase the efficiency of your company through your organization and the application of general principles of science-based management. Although they were not communicated with each other and have parties of different views and even opposite, the truth is that their ideas are the basis of so-called traditional classical approach of the administration, which dominated postulates about the first four decades of this century the administrative landscape of organizations. ...Since the time of Max Weber and his sociological research on bureaucracy during the Pre-World War I era, public administration has played a major role in the ever shifting relationship between the individual and the community. This altered our essential concepts of the public and private monarchy within social life during the twentieth century. In the twenty-first century, the contemporary liberal democratic impulse towards both an unfettered individualism and a strong restricted civic community or culture has developed major challenges to Weber’s ‘modern’ approach to public administration. From former U.S. President Bill Clinton’s declaration that “the era of big government is over” in 1995, to recent proclamations within international theories of a new world order cemented by a ‘global’ civil society, ‘bureaucracy’, as the foundation of the contemporary nation-state, has been challenged on a theoretical and practical level. It is from this exemplar that democratic administration theory has largely emerged. Responding to the new challenges of traditional bureaucracy and their subsequent ‘hollowing out of the State’ as an effective institution, democratic administration theory has attempted to construct a new basis of administrative rule in which both the ‘expert’ and ‘client’ becomes leveled in their discourse through democratic and even radical reform of the administrative process itself. This newfound principle of political rule is in stark contrast to Max......

...bureaucracy and politics have proved to be inseparable and bureaucrats have proved to have remained political. Van Riper 1984, asserted that “the field of administration is a field of business. It is removed from the hurry and strife of politics,” Dwight Waldo states that “administration should not be driven by partisan patronage and electoral politics” This stands to mean that, as a business field, it should act business like, which involves impartiality and efficiency .This aspect can be paralleled to the ministry of education. Even though the bureaucrats are stationed in Harare, one can see that the same education received in Harare and that received in Binga is the same, regardless of the difference in ethical groups and maybe political affiliations. The ministry recently distributed books fairly around the country in every school. This shows high professionalism that is impartial, effective, efficient and responsive, stimulated by political neutrality. Weber’s ideal bureaucracy is based on the principle of rules and regulations governing an organization. These rules have to be followed to ensure efficiency, fairness and responsiveness .An example is the case alleged, which is, Minister Ignatius Chombo’s dismissal of the town councilors because of their failure to conform to the rules and regulations of public administration as they were now engaging in corruption and favoritism in allocating stands especially, for those of the same political parties as theirs......
