Before I start with my speech let me greet everyone a pleasant morning. Let me start with telling you what is a Pork barrel. In the Philippines, the term pork barrel is used to mean funds allocated to the members of the Philippine House of Representatives and the Philippine Senate to spend as they see fit without going through the normal budgetary process or through the Executive Branch. It can be used for both hard projects, such as buildings and roads, and soft projects, such as scholarships and medical expenses.
We are not speaking about 100pesos amount of money or 1000pesos, we are speaking about millions and billions of money here, so, don’t be amaze if the persons holding this big amount of money tend to be a greedy one. I will give you some reasons why pork barrel should be abolish, the People of the Philippines cannot monitor what happens to their money, we cannot monitor if our money really goes to where it should be, if it really used for the convenient of the many or by few only, we cannot monitor what really happens to our money. Another reason is that this pork barrel system can easily be used for corruption, in the means of allocating millions of pesos for a road or building projects but instead of using competent materials they used sub-standards ones so that they can filch some of the money allocated for the project. Another reasons is the congress can manipulated the money and make it disappear little by little until its gone, then they will make some report that they used it to make road projects, medical projects and other projects.
Pork barrel is a system that allows persons in position to be corrupt. For me I can say it is like a virus that when you are in this system you’re likely to be a corrupted one if your immune system is weak. ...Pork barrel politics refers to the mechanism by which Congressmen can add amendments to a Bill that directly benefits their state or district. For example, in 2008 the Gravina Island Bridge in Alaska was pushed for by Republican Senator Ted Stevens. The project cost $398 million yet only benefited around 50 people living on the island. The objective of doing such a thing would be to improve re-election prospects and show to their constituents that they can deliver things such as economic or employment opportunities in their state or district. This can be seen to be significant to Congress as it enhances incumbent advantage. Incumbent advantage is the advantage existing candidates have in elections against challengers and means that it is difficult for anyone to contest an existing congressman. Pork barrel politics will make this worse as it will increase the incumbent’s record of getting things done for their constituents such as Ben Nelson who was able to get “pork” into the Obamacare bill for his state and was re-elected in 2012. This may not be such a bad thing in of itself but it has a direct effect on Congress as it means that the same people will be elected over and over again and this can hinder change and could prevent other, potentially better, candidates from winning the seat. It is creating excess waste, degrading the value of the land it utilizes, as well as polluting water and air miles away from its plant locations, causing unjust costs to the public and environment. The big problem is that the new method of producing pork in factory rather than farm settings creates a buildup of waste material. Each pig produces two to four times as much fecal matter as a person, and the factory setting allows this waste to seep into rivers, lakes, and oceans – killing wildlife and creating pollution (Foer 13). On the other hand, an appropriate number of animals raised through traditional farming methods allow manure to go back into the soil as fertilizer for the crops that will become the pigs’ feed (Foer 11). Pork Barrel politics is a common practice in us congress where congressmen attach funding to a project that specifically benefits their constituencies or special interest groups. By attaching pork, or earmarks, to bill, politicians have an active track record of how they have benefited their constituents or the interest groups that they are supported by. This money is therefore traded for voter support and also campaign donations. Senator Thad Cochran was labeled ‘King of Pork’ in 2012. The practice has been criticized, most notably by those on the right, for encouraging wasteful spending. As earmarks circumvent the traditional method of receiving appropriations for bills, there has been a spiral of politicians attaching unnecessary earmarks to their project that do not benefit a wide range of people. Pork barrel spending peaked in 2006 with about 14,000 projects receiving 30 billion. Fiscally conservative Republican’s, who are concerned with lowering federal spending and lowering debt, insult the practice.
